The Administrative Court is showing a new-found confidence in going after irregularities in government spending

Good afternoon. The Administrative Court is on the warpath. A report from the court is accusing the fuel importer Mitra Energy of illegally receiving MZN561.7m ($8.8m) in payments from the government, as compensation for it selling imported fuel at a discounted cost (see below). Although there is no suggestion that Mitra was not entitled to claim money for fuel imports, the court said that Mitra did not provide the necessary documents to claim the money. Mitra also seems to have been the only fuel importer that was compensated in cash instead of through a credit note.

The Administrative Court has meanwhile questioned the way in which the government has been repaying debts to contractors (see below). There is a substantial backlog of payments and many contractors have not been paid for several years. The court has accused some contractors of paying bribes in order to get repaid sooner.
