A new broom sweeps up pigeon peas

The fall of a controversial Nacala judge is a further sign of attempts to clean up corruption

Good afternoon. The administration of President Daniel Chapo has caused yet another troublesome public servant to be removed, with the dismissal of Noé Zimpinga as judge of the Nacala-Porto city court, after he was found to have taken bribes (see below). The dismissal was carried out by the Superior Council of the Judiciary (CSMJ), which is responsible for disciplining judges. However, it is unlikely to be a coincidence that it took place after Chapo came to power, for at least two reasons.

Firstly, Zimpinga has been the subject of a complaint which was filed with the CSMJ, the Superior Council of Public Attorneys and the Supreme Court back in 2023, and the CSMJ has been investigating him for even longer. He is one of the judges at the heart of the pigeon pea export scandal, in which a corrupt alliance between the conglomerate Royal Group on one hand and judges, prosecutors, customs officials and members of the ruling Frelimo party on the other have conspired to control the export market for pigeon peas and other grains from the port of Nacala.
