Good afternoon. The so-called “inclusive dialogue” process, launched after last year’s disputed elections, is moving into its next phase, namely a public consultation. And what could be more inclusive than asking all Mozambicans, whoever and wherever they may be, what direction they want the country to go in?

Of course, asking is one thing. They were asked to vote at last October’s elections. Actually giving them a say in the country’s destiny is quite another, and something that Frelimo, the ruling party for all of independent Mozambique’s 50-year history, is not very good at.
