Good afternoon. News that the Attorney-General’s Office is investigating the kidnapping and extortion practised by insurgents in Cabo Delgado province (see below) raises an obvious question. Why was this not done before? It is hard to believe that prosecutors were looking into the crimes long before this announcement was made. After all, no results have been communicated. And it should not be hard to trace where the money went, at least initially.

For at least five months now, insurgents have been stopping traffic on roads in Cabo Delgado, taking people prisoner and demanding ransom payments to let them go. They have been using the digital money services M-Pesa and Emola to receive payments. Such transactions can be easily traced. But there is no sign that they have been.
