The Mozambican government is starting to consider how to implement President Daniel Chapo’s promised plan to remove the unnecessary duplication in provincial government, by removing the responsibilities of provincial secretaries of state that overlap with those of provincial governors (see below).

As part of the legislative reforms that will deliver these changes, the government is also looking at the possibility of giving more financial autonomy to governors, for example by giving them the ability to raise and spend taxes. Currently, some taxes are collected at the provincial level, but they are sent to the Ministry of Finance which then decides how to distribute funding for provincial governments. The provincial administrations rely entirely on central government for their funding. This is in contrast to municipalities (cities with their own elected councils), which can levy taxes.
