Authorities crumble under flood water

The government’s response to the floods is proving inadequate

Good afternoon. Where is the food? Where are the tents? Where is the bedding, medication and other supplies needed to look after over 100,000 people who have fled their homes to escape floods? Those are the questions being asked as flood victims continue to stream into reception centres in southern Mozambique.

On Friday, this newsletter gave a fairly positive assessment of the Mozambican authorities’ response to the floods. But since then, things have moved fast. More people have been needing support, and the National Institute for Disaster Risk Management and Reduction (INGD) and its president, Luísa Meque, has not been able to keep up.

While it is true that these floods look like the worst since 2000, they are highly seasonal and the INGD did have several days’ notice of their arrival. But it does not seem to have taken care in that time to make sure that the necessary supplies were distributed around the country to regions where they would be needed.
